Speakers Biography
- Dr. Amr Badawi
Dr. Amr Badawi is currently the Executive President of the National Telecom Regulatory Authority (NTRA). Before joining the NTRA, Dr. Badawi was the Senior Advisor to the Minister of Communications and Information Technology.
He is responsible for handling the development of the Telecom Sector. He was involved in the policy development and in providing support to all the telecom entities such as the ISPs, vendors, etc…
Dr. Badawi joined MCIT after nine-year tenure with GTE & General Dynamics.
There, he acted as a Program Manager and in several other Technical Positions in support of the Telecom Sector Support and the ICT programs in Egypt. Dr. Badawi is also a professor of Electronics at Cairo University.
Prior to his tenure at GTE he founded Telecomp International in Egypt in 1990. He also taught at Cairo University and was a Telecom Consultant for several government and private entities from 1987 - 1995.
Dr. Badawi worked as a development and system engineer at Aydin Systems, California from 1984 to 1987.Dr. Badawi holds a Ph.D. degree in Electrical Engineering from Stanford University, California and obtained both his M.Sc. and B.Sc. degrees in Electronics Engineering from Cairo University.
- Ambassador Gamal Bayoumi
Ambassador Bayoumi serves as Secretary General, Egyptian European Partnership, Ministry of International Cooperation, As Secretary General, Arab Investors Union. He is the Former Assistant Minister of Foreign Affairs.
Since 1961 Ambassador Bayoumi participated in Egypt’s economic and trade negotiations with more than 70 countries. He served in Egypt’s missions in Bucharest, Rio de Janeiro, Bonn, and Yaoundé (Cameroon).
As Egypt’s Chief Negotiator, he led the team who concluded the Association Agreement with the EU. Currently, he lectures in many academic and public institutions in Egypt, the Arab countries and Europe.
- Dr. Abdel-Rahman El-Sawy
Dr. El-Sawy is currently Professor of Communication Engineering, Helwan University. He is also Deputy Chairman of the “Communication Industry Representatives Committee at NTRA”, Deputy Chairman of the “Egyptian Chamber of Communication and IT Industries”, and Member of the Board of Trustees of Information Technology Institute "ITI”.
He received several Fellowships, Scholarships and Research Grants both in USA and Egypt.
Dr El-Sawy has a PhD in Electrical Communication Engineering from The Johns Hopkins University, Baltimore, USA
- Mr. Louay Abou Chanab
Mr. Louay Abou Chanab is a Senior Associate with Booz & Company in Beirut. He specializes in sector policy making, regulatory management, ICT sector development, telecom wholesale strategies, and infrastructure business models for the communications, media, and technology industries.

- Mr. Matthias Kurth
President Bundesnetzagentur (Federal Network Agency, BNetzA), Germany
Mr. Matthias Kurth was appointed president of the former Regulatory Authority for Telecommunications and Posts (Reg TP) in March 2001. RegTP has since been renamed to Federal Network Agency (BNetzA). BNetzA is the sector-specific competition authority for telecommunications, postal, energy and railway markets in Germany including frequency management and digital signature.
Mr. Kurth joined BNetzA as Vice President in 2000. Prior he was since July 1999 member of the management of Colt Telecom GmbH as Director Business Development, Law and Regulation. From 1994 to 1999 Mr. Kurth worked as State Secretary in the Hesse Ministry of Economics, Transport, Technology and European Affairs. Mr. Kurth was member of the Hesse Land Parliament from 1978 to 1994 and worked as lawyer in Hesse.
- Mr. François RANCY
Mr. Francois Rancy serves as Director General of Agence Nationale des Fréquences (ANFR), a State Agency with a staff of 350 in charge of allocating and coordinating the use of frequencies in France and representing France in international negotiations on radio spectrum.
He joined ANFR in 1997 as Director of spectrum planning and international affairs, after an 18 years career in France Telecom R&D on satellite and spectrum issues.
He chaired the ITU World Radiocommunication Conference and the Radio Spectrum Policy Group of the European Union in 2007.
He is a graduate of Ecole Polytechnique in 1977 and Ecole Nationale Supérieure des Télécommunications (Paris) in 1979.
- Mr. Rizwan Hassan
Mr. Rizwan Hassan moved to Egypt two years ago from UK and presently is working as Head of Radio for Ericsson in North Africa region. He has Sixteen years of experience in Telecoms industry and worked for Mobile operators and vendors including Ericsson, Lucent technologies and Samsung on GSM and WCDMA technologies. During his career, he has worked in various roles including services, Networks, R&D, Sales and Marketing. During 2002-04, he made significant contributions to 3GPP for the development of HSPA standards.
Mr. Hassan has a degree in Electrical Engineering and certification in Business studies from UK.
- Mr. Adry Elmilady
Mr. Adry serves as Director in Qualcomm technology economics group. He joined Qualcomm in 2004 and is currently responsible for supporting global business development activities by highlighting the economic value of Qualcomm technologies for mobile operators.
Prior to Qualcomm, Mr. Adry held engineering, marketing, and finance roles at Lucent Technologies and Intersil Corporation. He holds an MBA degree from the University of California at Berkeley, an MSEE degree from the University of Virginia, and a BSEE degree from Alexandria University in Egypt
- Mr. Amr Abdallah
Eng. Amr Abdallah is an expert in Technology and an entrepreneur investing mainly in technology. He sits on the Board of directors of different private companies.
Mr. Abdallah was the Chief Business Officer for Vodafone Egypt. Before that Mr. Abdallah has been the Chief Strategy Officer for Vodafone Egypt. He lead shifting the strategy of Vodafone Egypt from Voice only mobile company to a Total Solutions Provider voice/data and fixed/mobile. He was behind the success of implementing the new strategy during his last two years at Vodafone.
Before joining Vodafone in 2006, Mr. Abdallah has been the CEO of Raya Holding responsible for the growing Telecom line of business.
Earlier as Managing Director of Raya Distribution (Protech), Mr. Abdallah reflected the diverse skills it takes to build and run Egypt’s largest mobile phone and IT Distribution retail and service operation, growing the company from 6 persons to an organization with over 230 persons.
Mr. Abdallah has an educational background in Electrical Engineering, and holds an MBA from Aston Business School in Birmingham, UK
- Mr. Fabio del Alisal
Mr. Del Alisal is Director for International Affairs at CMT (the Spanish Regulatory Authority for Electronic Communications). He coordinates all the international activity of CMT and has taken CMT to an outstanding level of activity in all the main fora for electronic communications regulation, such as the European Regulatory Group (IRG, ERG, BEREC), the Latin American Regulatory Group (REGULATEL), the Mediterranean Group of Regulators (EMERG) the ITU and the OCDE. Mr. Del Alisal has chaired different international working groups and project teams within these fora, leading its work in different areas related to market regulation and electronic communications.
Mr. Del Alisal also leads the bilateral relationships of his organization, increasing its positive results with the proactive organization of Training Programs, Twinning Projects, Seminars, Conferences and a full range of activities with mutual benefits for the participating partners. Mr. Del Alisal is also a welcomed and valued speaker, as is particularly active in Conferences and University Studies, among others. Currently, Mr. Del Alisal is also part of the Implementation team which is creating the structure of the new European Regulatory Group (BEREC).
Mr. Del Alisal is continuously providing his expertise as an adviser to governments and Regulatory Agencies. He has also been an adviser to the European Commission, where he provided specialized expertise on Competition Law matters applied to the Electronic Communications Sector.
Mr. Del Alisal is a Lawyer with Honor Mentions and economic specialization, and has Master’s Degree in “Business Administration (Management of Telecommunications Companies)” a Master's Degree in “International Relationships” and a Diploma in "International Affairs" of the Spanish Official Academy for Diplomats.
- Mr. Hans Bakker
Mr. Hans Bakker is director of Regulaid, a regulatory consultancy group of independent consultants with extensive experience as regulatory experts. Before establishing Regulaid, Mr. Hans was director of the Netherlands telecommunications regulatory authority OPTA from 1994-2004. He established OPTA as a functionally separate regulatory department in 1994 and established its legal independence in 1997, serving as OPTAs General Director for another seven years until 2004.
OPTA developed into one of the most innovative regulatory bodies in Europe, creating a level playing field in The Netherlands and promoting harmonised, pro-competitive policies and legislation in Europe. The Netherlands now rank among the countries with the most competitive electronic communications markets leading to the highest broadband access penetration. Mr. Hans played a formative role in establishing and developing the Independent Regulators Group and the European Regulators Group.
With Regulaid, Mr. Hans and some 30 associate partners from 10 countries around the world are now assisting countries with developing economies and legal systems to establish best practice regulatory frameworks and apply best practice in regulation. As a consultant, Mr. Hans has worked particularly in the Middle East and North Africa, and helped to set up and support the Euro-Mediterranean Regulators Group.
- Mr. Moheb Ramsis
Mr. Moheb Ramsis currently serves as Director of business development for Qualcomm in North Africa. Prior to that, Mr. Ramsis spent more than 6 years at Huawei Technologies in numerous management positions including director of technical sales for Mobile Networks in MENA region, preceded by 4 years in Lucent Technologies in different technical positions.
Mr. Ramsis holds a BS in Telecom and Electronics Engineering from Ain Shams University, Cairo
- Mr. PETER WEICHSEL
Mr. Peter Weichsel is a Duesseldorf based Partner with Booz & Company and is heading the Competence Center of Telecommunications Technology and Strategy. He supports CT/CIOs especially in the communications and technology industry in operating in an increasingly competitive and technology-driven market. In addition, Mr. Weichsel is involved in establishing the Moscow office of Booz & Company, and he supports technology related projects worldwide.
Recent examples of Mr. Weichsel’s client assignments include:
- Defining the target architecture and roadmap for a leading global integrated operator
- Advising on liberalization of a national telecommunications market sector
- Sourcing and supply chain management for major telecommunications infrastructure investments

Earlier in his career, Mr. Weichsel worked as a consultant and has held management positions for a variety of fixed and mobile operators, and performed entrepreneurial activities in the telecommunications and high tech sectors.
Mr. Weichsel holds a MS from University of Technology Aachen.
- Mr. Enzo Savarese
Mr. Enzo Savarese is AGCOM Commissioner (Italian TLC Regulatory Authority) since 2005. He is member of the Commission for infrastructures and networks. His main areas of competencies are:
defining measures to ensure security of communications; setting down standards for decoders in order to promote the utilization of the service; defining objectives and criteria for interconnection and access to telecommunications infrastructure on the basis of non-discriminatory criteria, also with reference to maximum tariffs; regulating relations between operators and users of telecommunications infrastructures; verifying that telecommunications infrastructure operators provide interconnection and infrastructure access to network and service operators; promoting technological agreements between operators in order to avoid proliferation of technical transmission plants throughout the territory.
He has wide experience in international relations and European and institutional affairs. He was member of several International Committees (NATO. EU). He participates as speaker in many international conferences in Europe as well as in Latin America on the topics of Convergence, DTT, VOIP, HDTV, etc.
- Mr. Sameh El Behairy
Mr. Sameh El Behairy currently works in Ericsson as Radio Solutions Manager in North Africa region, based in Egypt.
His main focus is on dealing with the main region operators; Supporting Technical Sales Solutions for Access networks (2G, 3G & 4G) new roll outs. Also dealing with the expansions, upgrades and modernization handling business case preparations, technical offers and presentations.
Prior to his current position, Mr. El Behairy was Radio Network Engineer at Alcatel and Field Engineer at Schlumberger.
- Mr. Innocenzo Genna
Mr. Genna is a EU public affairs consultant specialised in telecoms and Internet. He is also director of AIIP, the Italian ISP association, and Council Officer of Euroispa, the European association for ISPs. From 2007 to 2009 he was the chairman of ECTA (the European Competitive Telecommunications Association).
From 2002 up to 2006 Mr. Genna was General Counsel of Tiscali S.p.A., with responsibility for the legal and regulatory affairs of the Tiscali Group.
Previously he practised at Ughi e Nunziante, the well known Italian law firm based in Rome and Milan. He became partner of the firm in October 2000. Before his experience at Ughi e Nunziante, he practised in Bologna at the law firm Studio Legale Bernini, while also serving at the European Court of Justice in Luxembourg.
Mr. Genna graduated from law school (magna cum laude) at the University of Macerata with a dissertation on the legal status of Berlin. He holds a L.L.M. of the College of Europe (Bruges) and a MA Iuris from the University of Trier. He has also been awarded a Diploma at the Faculty of Comparative Law of Strasbourg.
- Mr. Vincenzo Lobianco
Director of the Electronic Communications Network & Services Direction of AGCOM. From October 2004 to January 2006, Mr. Lobianco served as AGCOM Director of the Technology Service.
He has been responsible of conducting studies and providing technical support and advice to AGCOM Board and Departments in the areas of electronic communications, including Broadband Networks, Radio Access Networks, Digital Broadcasting (DTT, DAB), Frequency Planning and Management, Conditional Access Systems. From February 2000 to September 2004, he worked in AGCOM as manager, within the Regulatory Department, of the Unit “Telecom Network, Infrastructure and Services”.
Within this unit, Mr Lobianco has been responsible of interconnection and access (technical and economic conditions), numbering, regulatory accounting and Universal Services issues. Mr Vincenzo Lobianco is the AGCOM representative in the Communication Committee (COCOM).
Before joining AGCOM, in February 2000; Mr Lobianco worked for the Italian Ministry of Communication. He also served as national coordinator of ETSI (European Telecommunication Standard Institute) activities and member of ETSI Board (from 1999 to 2002).
During the years 1995-1998, he was in Brussels, detached to Directorate B (Standardisation policy and telematic network) of DGIII, European Commission, where he worked as Project Officer of several projects, within the IDA Programme (Interchange of Data between Administration).
- Mr. Kemal Huseinovic
Mr. Huseinovic is currently Director General of Communications Regulatory Agency of Bosnia and Herzegovina. He previously worked as Deputy Chief of Mission at the Embassy of Bosnia and Herzegovina to Slovenia.
Mr. Huseinovic holds Bachelor Degree of Electrical Engineering Science (Telecommunication field) obtained at the Faculty of Electrical Engineering at Sarajevo University – Department for Telecommunications. He Holds two Masters Degrees: Master of Economic Science and Business Administration, University of Ljubljana (title of master’s thesis: ”Bosnia and Herzegovina Strategy Toward Information Society”) and Master of Electrical Engineering Science, University of Sarajevo (title of master's thesis: "The Strategy of VoIP Deployment from the Point of View of Analysis of Existing Network Capacities and Regulatory Framework in Bosnia and Herzegovina").
- Mr. Yousry Atlm
On February 2010, Mr. Yousry Atlm was appointed as the Vice Country Manager for Egypt Representative office at Huawei Technologies, a leader in providing next generation telecommunications network solutions. Based at Huawei’s Egypt office, Mr. Yousry is responsible for driving Huawei’s innovative solutions to its partners in Egypt, being instrumental in developing strategies, E2E solutions, analyzing the operators’ needs to provide the suitable solutions according to the Egypt market needs.
Mr. Yousry held several positions in Huawei including the Solution Architect for some Telecom Operators in Egypt; working with the operators in understanding the recent and major telecommunication trends and how to get the best advantages from the state-of-art technologies.
- Ms. Eloise Gore
Associate Chief Media Bureau Federal Communications Commission, currently responsible for Digital television (DTV) transition since 1998. She joined the Federal Communications Commission Cable Services Bureau as a Senior Staff Attorney in 1996. Previously she served with the United Stated Department of Commerce as a Supervisor in the Bureau of Export Administration from 1986 to 1996.
Ms. Gore attained FCC Silver Medal Award for Meritorious Service in 2007, as recognition for her Distinguished Achievements.
She is a Member, District of Columbia Bar.
- Mr. Francesco Vatalaro
Mr. Francesco Vatalaro graduated from Electronic Engineering in 1977 and is a Full time Professor of Telecommunications at the University of "Tor Vergata", Rome, Italy.
He served in research and industry before becoming Associate Professor in 1987. He also practiced research and teaching in the United States of America as a visiting professor at USC and UCLA, Los Angeles, in 1998 and in 2000, respectively. He is author or co-author of about 150 scientific papers. He is IEEE Senior Member, member of the Steering Committee of the IEEE Italy Section, and Member of Directive of "The Quadrato della Radio", Pontecchio Marconi, Italy. He is the President elect of the IEEE Italy Section (2010-2011).
He is the President of the “Comitato NGN Italia” of the Italian AGCOM.
His main research interests are in the areas of access to fixed and mobile telecommunications networks.
- Dr. Douglas C. Sicker
Dr. Sicker is currently a Senior Advisor to the Federal Communications Commission (FCC) and an Associate Professor in the Department of Computer Science and Director of the Interdisciplinary Telecommunications Labs at the University of Colorado at Boulder. Prior to this he was Director of Global Architecture at Level 3 Communications, where he helped design and secure their global network. Prior to this, he was Chief of the Network Technology Division at the Federal Communications Commission (FCC). His research interests include network systems, radio systems, network security and public policy.
He is currently an investigator on a number of NSF, FAA and DARPA funded projects, most of which are exploring adaptation in emerging wireless and wireline networks.
Dr. Sicker is a member of the ACM, the Internet Society and a senior member of the IEEE. He is also active in the Internet Engineering Task Force, where he contributes to the development of security mechanisms for the Session Initiation Protocol (SIP). He serves as an advisor to the National Institute of Justice, a research-funding arm of the U.S. Department of Justice. After leaving the FCC, Dr. Sicker served on two federal advisory committees - the Network Reliability and Inter-operability Council (NRIC) and the Technical Advisory Council (TAC).
He has served as co-chair for the ISART conference in 2004 and 2010, co-chair of the CrownCom TPC 2008, vice chair DySPAN in 2008 and co-chair DySPAN 2009 and Chair Telecommunication Policy Research Conference (TPRC) 2009. He has also recently served on the following program committees: DySPAN Conference, TAPAS Workshop, IEEE Workshop on SDRs, CrownCom conference, and the Telecommunication Policy Research Conference (TPRC).
- Mr. Klaus-Udo Marwinski
Bundesnetzagentur (Federal Network Agency, BNetzA), Germany
In February 2010 Mr. Klaus-Udo Marwinski became Head of Section “International Policy Issues and Regulatory Strategy” in BNetzA.
Before that he was Assistant Head of Section “Frequency Award and Frequency Assignment Policy, Radio Technology Development” (September 2003 – January 2010).
From September 2001 to August 2003 he worked as Assistant Head of Section “Legal Aspects of Regulation, Principles of Sector Specific Control of Anti-Competitive Practices”
Mr. Marwinski joined BNetzA in 2001. Prior he was since February 1998 a self employed solicitor.
- Mr. Giacomo Mazzone
since 1984 is a manager working at RAI (the Italian Public Service Broacaster), currently in detachment at European Broadcasting Union in Geneva, with extensive experience in the International Affairs.
With Journalistic background (editor in chief at RAI TG2) has started to take responsibilities in the managerial field in 1995 (deputy director for European Affairs at Euronews, and member of the Board at Eurosport Consortium).
Responsible of the creation of the all news channel of RAI (Rainews 24) has made of it the first TV channels of the converging world, with a signal distributed on the web, on analogue terrestrial and on satellite.
After a period at RAI General Directorate (in charge of International Affairs) then moved to EBU in Geneva, with the function of Head of Strategic Audit and ,later, of Assistant Director General.
He represents EBU at the Internet Governance Forum (the last of which took place in Sharm El Sheikh in 2009) and he is the liaison officer between EBU and ITU - International Telecommunication Union in Geneva, the body in charge of regulating the world radio spectrum.
In this vest he participated to WRC'06, the conference that regulated the digital radio spectrum worldwide.
Founder member of COPEAM in 1986 (the organization that gathers broadcasters and audiovisual actors of the whole Mediterranean area) has published numerous books on broadcasting and on convergence.
- Mr. Righetti Romano
Mr. Romano Righetti is Chief Regulatory Officer of Wind Telecomunicazioni S.p.A. since January 2006. Before that Mr. Romano was Vice President of Telecom Italia S.p.A. as International Regulatory Affairs and International Institutions.
He has a Degree in Economics (Luiss University in Rome), Qualified Chartered Accountant Examination at the University of Roma La Sapienza, International Teacher Programme Certificate (SDA Bocconi, Milan) and Corporate Evaluation and Restructuring Certificate (Euromoney Training, London).
Mr. Romano is a Qualified Chartered Accountant (registered at the Ordine dei Dottori Commercialisti, Province of Rome), Member of the Italian Financial Analysts Association (A.I.A.F.) and Qualified Accountant Auditor.
- Dr. Neophytos Papadopoulos
Office of the Commissioner of Electronic Communications and Postal Regulation (OCECPR)
Dr. Neophytos Papadopoulos began his career in the Design and Planning of Fixed Telecommunication Networks during his term with the Cyprus telecommunications incumbent CYTA (1994-2002), where he managed projects for the consolidation of the fixed circuit switched telecommunication network and its evolution towards voice and data convergence.
Since joining OCECPR in October 2002, he has the responsibility of advising and assisting the Commissioner and drafting and implementing the strategy of the Office regarding the development of competition in the electronic communications and postal services sector.
He holds BEng (Electrical Engineering & Electronics) and PhD (Digital Communications) degrees from the University of Manchester Institute of Science and Technology (UK), and an MBA degree from the Cyprus International Institute of Management.
- Dr. Robert Pepper
Vice President, Global Technology Policy, Cisco Systems, Inc.
Dr. Robert Pepper leads a team driving Cisco’s global agenda for advanced technology policy in areas such as broadband, IP enabled services, wireless, security and privacy and ICT development including working with governments across the globe on developing national digital and broadband strategies.
He also lead’s Cisco’s International Government Affairs team. He joined Cisco in July 2005 from the FCC where he served as Chief of the Office of Plans and Policy and Chief of Policy Development beginning in 1989 where he focused on issues cutting across traditional boundaries and led teams implementing telecommunications legislation, planning for the transition to digital television, designing and implementing the first U.S. spectrum auctions, and developing policies promoting the development of the Internet. Before joining the FCC, he was Director of the Annenberg Washington Program in Communications Policy.
His government service also included Acting Associate Administrator at the National Telecommunications and Information Administration (NTIA) and initiating a program on Computers, Communications and Information Policy at the National Science Foundation.
His academic appointments included faculty positions at the Universities of Iowa, Indiana, and Pennsylvania, and as a research affiliate at Harvard University.
He serves on the board of directors of the U.S. Telecommunications Training Institute (USTTI) and the Information Technology and Innovation Foundation (ITIF), advisory boards for Columbia University and Michigan State University, and is a Communications Program Fellow at the Aspen Institute.
He is a member of the U.S. Department of Commerce’s Spectrum Management Advisory Committee, the UK’s Ofcom Spectrum Advisory Board and the U.S. Department of State’s Advisory Committee on International Communications and Information Policy. Pepper received his BA. and Ph.D. from the University of Wisconsin-Madison.
- Dr Fadel Digham
Dr. Fadel Digham received his B.Sc. (with honor) and M.Sc. in Electronics and Communications both from Cairo University, Cairo, Egypt, in 1995 and 1999, respectively.
He received both the M.E.E and PhD in Electrical Engineering from the University of Minnesota, Minneapolis, MN, USA, in 2002 and 2005, respectively.
He has held different positions and enjoyed different experiences in academia, industry, and most recently in regulation and policy. Since 2007, he has served as a director for research and development at the National Telecom Regulatory of Egypt.
Prior to that, he joined the Electrical and Computer Engineering department at the University of Minnesota (Minneapolis, MN, USA) as an instructor and postdoctoral researcher. He also worked with the Mitsubishi Electric Research Laboratory (MERL) in Cambridge, MA, USA. From 1996 to 2000, he worked with Alcatel as a team leader for the installation and maintenance of both fixed public exchanges and mobile switching centers in Egypt.
Dr. Digham has received different honors and awards and is affiliated with many international societies and organizations. His current research interests and work duties include both policy and technology aspects of the newly emerging trends and developments in the telecommunication sector.
- Mr. Daniel Weiss
In 2007, Mr. Daniel Weiss joined the European Commission Delegation in Egypt, where he, as the Deputy Head of the Economic Reform Section, is responsible for the ICT and the environment sectors. He manages regional programmes and TRA’s twinning projects.
He started to work as an IT/change management consultant for accenture in Hungary and in England; later he joined the Hungarian Prime Minister’s/Chancellory Office and dealt with the EU’s Structural Funds and the Cohesion Fund. He has joined the Information Society and Media Directorate-General of the European Commission shortly after Hungary’s accession to the EU.
At the commission he started to work with FP6 (6th Framework Programme) projects in the audiovisual / multimedia research field. A Hungarian National born in Budapest, he received his Masters degree in Economics and International Relations in 1998 from the Corvinus University of Budapest.
