10/25/2017

A coordination meeting was held between NTRA and the executive officials of Vietnam Public-Utility Telecommunication Service Fund (VTF) at NTRA's premises in Smart Village. This meeting was attended by Mr. Phan Huu Phong, deputy director general of the Fund affiliated to Ministry of Information and Communications (MIC)), Ms. Mai Thu Hang, head of international bilateral cooperation department (department of international cooperation of the Vietnamese Ministry), Mr. Nguyen Thanh Tuan, deputy director of the Fund's financial and accounting department, and Ms. Nguyen Thi Thanh Hai, deputy director of internal inspection department.

The executive officials of both entities reviewed the Vietnamese experience, the mechanisms of Universal Service Fund in Egypt and Vietnam, the legal framework regulating the Fund's work and the projects implemented in this regard for deployment of telecom services throughout the state in addition to the Broadband national plan. Vietnam Public-Utility Telecommunication Service Fund (VTF) was established as per a Ministerial issued in this regard for the establishment, regulation and operation thereof as the Vietnamese Fund supports the telecom infrastructure and deployment of broadband services in rural areas, especially in remote underserved areas, borders, islands and the areas where telecommunications services provision is not economically feasible.

It is worth mentioning that the Egyptian Universal Service Fund was established pursuant to the Telecom Regulation Law No. 10 of 2003, which stipulated the establishment of a universal service fund and to assign thereto all the mandates of its operation to NTRA.
