Mediation

Mediation and Conciliation are a peaceful means through which the disputing parties seek the assistance of a third party who acts as a conciliator (or mediator) to settle their dispute. The mediator or conciliator has no authority to make any binding decision but he would count on some procedures, techniques and personal skills to help the parties reach a settlement.

NTRA has established a department concerned with the settlement of disputes which arise between entities working in the telecommunication field in Egypt. Upon the parties' request, the disputes may be settled by resorting to NTRA for Mediation or conciliation. However, telecommunications Law no.10 for the year 2003 obliges the two disputing parties (whose disputes are related to the interconnection agreement) to resort to NTRA  in order to resolve this dispute. They could not resort directly to the court or arbitration except after submitting the whole issue to NTRA owing to its technical and legal qualifications which enable it to resolve such disputes.
