Licensing and supervising Wireless Institutes
and GMDSS Certificates
According to Telecom Law No. 10/2003, NTRA is responsible for licensing and supervising the wireless institutes that qualify their attendees to join the GMDSS certification exams of different degrees held by NTRA. NTRA determines the curricula taught in the institutes, as these curricula are internationally approved by the International Maritime Organization (IMO) and according to the curricula defined by the ministerial decree No. 259/ 2003 and the complementary ministerial decree No. 315/2011. In addition, NTRA approves the teaching staff of these institutes and supervises the educational process as well.
NTRA issues the following educational certificates and awards the licenses to the holders of such certificates in accordance with international rules concerning the GMDSS:

Radiotelephone operator's restricted certificate.

General operator certificate.

Second class radio electronic certificate.

First class radio electronic certificate.
In addition, NTRA awards the operator a license as per the certificate it has been awarded. NTRA is responsible for granting wireless GMDSS operators certificates according to the international treaties and conventions, in particular the IMO, International Telecommunication Union(ITU) and the Safety and Training Certificate and Watching Convention (STCW-95).
NTRA holds biannual certification exams in March and September of every year unless there is a compelling excuse or deterrent estimated by the NTRA. The results of the exams will be approved by the NTRA’s Executive President.
