1- Incumbent Operator :

An established telecommunication network operator that operates all or most of public switched network infrastructure.

2- Fixed Telephony:

Telephony service offered to end users given access to a public switched telephone network through fixed telephone sets. However type approved limited mobility sets are permitted.

3- Fixed Network:

A public switched network infrastructure offering fixed telephony service as well as other telecommunication services to end users.

4- Data service provider:

A licensed telecommunication service provider entitled to operate and provide a data network giving end users access to a public switched data network.
