Within the framework of the NTRA’s keenness to create a competitive and fair milieu that helps in developing the ICT sector and providing opportunities to all companies operating in this sector without discrimination as per the provisions of Telecom Regulation Law No. 10/2003 in articles (2, 4, 24, 25-17), kindly be informed that the NTRA will shortly announce the free competition rules and regulations that aim to analyze telecom markets, and evaluate competition in every market, taking the regulatory measures that facilitate the current obstacles and prevent any arising anti-competitive practices.

National Broadband Plan 'eMisr' on Thursday November 17th, 2011
The National Telecom Regulatory Authority of Egypt announced the launch of the National Broadband plan, eMisr, on Thursday November 17th, 2011. On this occasion, the NTRA organized a webinar from 10:00 AM to 2:30 PM to present the different modules of 'eMisr'. The sessions were webcasted on NTRA's website.

The NTRA Announces the Success of the New Mobile Numbering Scheme Activation & Increase of the Mobile Number to 11 Digits
The National Telecom Regulatory Authority (NTRA) has announced that the mobile operators managed successfully to implement and activate the new plan to increase the length of the current mobile numbers from 10 to 11 digits Thursday 6/10/2011.

A Warning Statement Against Deceptive Messages
"The National Telecom Regulatory Authority (NTRA) calls on all telecom users not to deal at all with any text or voice message (they receive on their mobile phones or via e-mail). In addition, the NTRA calls on all users not to respond to any calls they receive from unknown sources or persons as these calls aim nothing but swindle on users by claiming that they have won delusive contests or asking them to enter a certain code in order to get a prize. Eventually, the caller would have his credit withdrawn through his mobile or by having his banking accounts hacked". Egypt’s Participation in IPv6week
Within the framework of the preparation to face the depletion of IPv4 address, Egypt IPv6 Taskforce is currently participating in the proceedings and activities of the IPv6week. In this momentous regional event, many tests will take place and will be carried out by international experts to measure the efficiency of network devices, servers and computers operating with IPv6 address in the IPv6 lab of the Egyptian taskforce, in addition to the measurement of the efficiency of the ISP’s network providing service to IPv6 lab.

NTRA’s BoD Agrees to Launch a Tender For MVNO license
In its meeting that was held today and chaired by Dr. Mohammed Salem, the Minister of Communications and Information Technology, the NTRA’s BoD agreed , in principle, to launch a tender for Mobile Virtual Network Operator (MVNO) license (Class License). A technical, financial and legal committee will be formed to put down the regulatory framework and determinants that regulate the service provision. This committee will finalize the RFP and tender documents no later than three months from the date of issuance of BoD’s resolution.

March 23, 2012 a Deadline for Changing Mobile Numbers
The National Telecom Regulatory Authority (NTRA) has announced that Friday March 23, 2012 will be the date of the operation cessation of the old Numbering scheme (10 digits). In case the call is made as per the old numbering scheme, the caller will not be able to make and terminate his call. Instead he will get a voice alert that alerts and warns him of an error in the call connection and the necessity of correcting it by adding another digit and try again to make the call.

WhatsApp Services Monitoring Rumor
It has been observed recently that there were warning messages spread on the mobile phones and the interactive online networks sent to mobile service users warning them about downloading a specific URL that had been sent to mobile phones. The warning messages alleged that the sender of that link was the National Telecom Regulatory Authority (NTRA) that aimed to monitor and censor WhatsApp services.

General Rules of Customers Rights Protection
Within the framework of the keenness of National Telecom Regulatory Authority (NTRA) to activate the provisions of Telecom Regulation Law No. 10/ 2003 and continue carrying out its mandate to supervise, regulate and support the telecom sector in compliance with the protection of free competition, investments and customers' rights, and pursuant to the provisions of articles (2/4), (5/6), (13/7), (18/2), (25/7) and (19) of the said Law with regard to the NTRA's competence to take all the necessary actions for the protection of telecom services users. This takes place through setting up the rules that ensure such protection as setting up such rules is considered part and parcel of the NTRA's core mandate.

It is the core mission of the National Telecom Regulatory Authority (NTRA) to spread the culture of "Rights & Duties" within the ICT sector. Arab States Regional Preparatory Meeting
The International Telecommunications Union (ITU) has launched an initiative that aims to get the feedback of various regions and attain the highest level of harmonization of positions on important topics to be discussed during the World Conference of the International Telecommunications (WCIT-12) and World Telecommunication Standardization Assembly (WTSA-12 ) (which will be held in Dubai, in November and December 2012 respectively). Within the framework of this initiative, the NTRA is organizing the Arab States Regional Preparatory Meeting for WTSA-12 and WCIT-12 organized by ITU, during the period from 28th April to 1st May 2012. This Preparatory Meeting will be followed by the second meeting of the Arab Working Group for the preparation of the WCIT-12 that will be held on 2nd May 2012 and the fifth meeting of the Arab Working Group for Standardization to be held on 3rd May 2012 at the Intercontinental City Stars Hotel, Cairo.
