Egypt, represented by the National Telecommunications Regulatory Authority (NTRA), has secured several key leadership positions within the International Telecommunication Union’s (ITU) Development Sector during the World Telecommunication Development Conference (WTDC) 2025, held from 17 to 28 November 2025 in Baku, Azerbaijan, under the theme: “Universal, Meaningful, and Affordable Connectivity for an Inclusive and Sustainable Digital Future.”
Dr. Fadel Degham, Senior Expert for National Infrastructure and Projects at NTRA, was elected Chair of the Development Sector’s Study Group 2 responsible for digital transformation. Eng. Wissam Seddiq, Head of the Technical Office and Strategic Planning Sector, was selected as Vice-Chair of Study Group 1, which focuses on enabling environments for meaningful connectivity. Additionally, Eng. Ahmed Abdelaziz Gad, Executive Deputy for National Projects, was elected Vice-Chair of the Development Advisory Board.
The ITU also appointed several NTRA experts to lead two subcommittees. Mr. Ahmed Saeed, Head of the Policies and International Relations Sector, was selected to chair the Emerging Technologies Committee, while Dr. Fadel Degham was also chosen to chair the Infrastructure Committee.
As part of the conference proceedings, Egypt—represented by NTRA—submitted a draft resolution on providing technical support and organizing capacity-building programs in artificial intelligence for developing countries. Through its leadership of the Emerging Technologies Committee, Egypt succeeded in gaining the endorsement of all regional groups, leading to the approval of the resolution at the conclusion of the conference. This achievement reinforces Egypt’s pioneering role within the ITU.
It is worth noting that Egypt is the only ITU member state that chairs a Study Group in every ITU sector as well as within the General Secretariat. Egypt currently chairs Study Group 1 in the Radiocommunication Sector, Study Group 3 in the Standardization Sector, Study Group 2 in the Development Sector, in addition to leading the group of experts responsible for the International Telecommunication Regulations.
