In light of what has been circulated through some media channels and social media platforms regarding the appearance of mobile phone lines registered under the names of certain citizens without their knowledge, when inquiring via My NTRA application, and for the sake of protecting users’ rights and reassuring citizens, the National Telecommunications Regulatory Authority of Egypt (NTRA) clarifies the following:
First: If a citizen discovers a line registered under their name that does not belong to them, they have the right to submit a complaint to NTRA, which will examine it, verify the validity of the registration procedures, assess the mobile operator’s compliance with regulatory requirements, and take necessary action in case of any violation. Citizens also retain the right to notify the competent investigative authorities whenever they deem it necessary.
Secondly: NTRA reassures citizens that merely having a mobile line registered under someone’s name does not, in itself, make that person legally responsible for actions carried out using that line, provided it is proven that the line does not belong to them or was not in their possession or under their actual control. Legal responsibility is personal and cannot be attributed to anyone other than the actual perpetrator. Responsibility is determined based on facts, evidence, and the outcome of investigations, without prejudice to the jurisdiction of investigative and judicial authorities in evaluating evidence and determining liability by virtue of law.
Thirdly: NTRA continues to review and strengthen the regulations governing the registration and activation of mobile lines, intensifying inspections of mobile operators, and applying the stipulated measures and penalties for any violations. It is also working to enhance user identity verification methods, including biometric verification systems, to improve data accuracy and reinforce the security of telecom services.
To this end, NTRA urges citizens to regularly check the numbers registered under their names via My NTRA and to immediately report any unknown lines. It confirms its ongoing commitment to taking all necessary measures to protect citizens’ rights and ensure the integrity of the telecommunications system.
