Mrs. Hagar is a Radio Spectrum Senior engineer with over 5 years of telecommunication regulatory. She has experience in different fields of communication including international Radio Regulations and satellite telecommunication technologies; moreover, Mrs. Hagar has skills in technical coordination in the field of satellite communication.

Mrs. Hagar joined the National Telecommunication Regulatory Authority of Egypt as Radio Spectrum Engineer since 2018. In 2023 Mrs. Hagar promoted to be senior engineer of the International coordination department of satellite networks , on the other hand, Mrs. Hagar had managed the deployment , recording and international coordination tasks of Egyptian satellite networks notably the Egyptian satellite project  TIBA-1 in geostationary orbit.

In addition, she worked on developing adequate regulations and procedures to enhance the International Radio Regulations that governs Radio Spectrum issues worldwide, through active participation and contribution to the international Telecommunication Union Radio-communication sector (ITU-R) and relevant Study Groups regarding efficient orbit and spectrum utilization for space services.

She elected as a Vice Chairman of working Group 4 (WG4) for space services of the Arab Spectrum Management Group (ASMG) for the study period 2020-2023. She is also serving as technical coordinator for some agenda items regarding satellite services issues to present the African telecommunication union (ATU) in the World Radio-communication Conference (WRC-23) in 2023.
